Healthy Babies Begin Before Birth (H4B)! Care Access Referral Line (CARL) is a resource for prenatal appointments, social, and family service referrals for low-income women, teen parents, and their children in Oklahoma County.

CARL's goals are to:

  • Increase access to early prenatal and postpartum care by providing information, referral assistance, and scheduling for the first prenatal appointment.
  • Increase participation in family planning and birth control programs by providing information, referral assistance and access to social service programs.
  • Increase the interest and participation of the community in available health education materials and classes.
  • Increase access to infants and children to disease prevention and health promotion programs.

CARL is sponsored, in part, by Central Oklahoma Healthy Start Initiative's, Healthy Babies Begin Before Birth (H4B) program, Central Oklahoma Project Access. CARL helps to improve access to community prenatal care and social services. The local telephone number is staffed by both Spanish and English speaking operators. Individuals who call this number are interviewed to determine their individual needs for appointments and referrals.

CARL may also be able to help with other services outside of medical care such as:

  • Referrals for women, children, and families in need of shelter.
  • Maternity clothing, food, diapers and family support.
  • Case Management for families.

Assistance provided by CARL is at no charge. No Social Security Number is required to use CARL services.
